description PROBLEM TO BE SOLVED: To surely prevent not only spreading to the worst condition such as a fire but also the unexpected operation stop of facilities, by exactly grasping the presence/absence of abnormality in facilities. SOLUTION: While using an optical fiber type temperature measuring means 3 provided with an optical fiber so as to detect rear scattered light generated at this optical fiber through an optical time area reflection measurement method, to measure the temperature from Stokes light and anti-Stokes light and to convert it into temperature data, the temperature data of equipment rooms 1A-1N, where facilities such as data communication equipment are installed, or the facilities themselves are measured and these measured temperature data are time sequentially stored in a storage part 12 in prescribed format. These stored data are satistically processed by an operation part 14 and patterned, and a standard pattern set within normal range is automatically prepared. When automatically updating this standard pattern at prescribed time intervals, the change of time sequential pattern is analyzed by an analytic part 15, the presence / absence of abnormality is examined and the examined result is transmitted to the prescribed destination to notify such as a block control panel 8.
