CONSTITUTION: The system is provided with at least single or plural base stations 6, a section management means 101 managing a semiconductor SC containing a single or plural mobile terminal equipments 7, a belonging section detection means 102 detecting a section to which a mobile terminal equipment 7 belongs when a connection request to the mobile terminal equipment 7 is arisen, a current section detection means 103 detecting a section corresponding to the current position of the mobile terminal equipment 7 in which the connection request takes place as the current section, and a connection control means 104 deciding whether or not connection control is to be conducted according to the attribute of the mobile terminal equipment 7, and either of the requested section and the belonging section based on the condition of coincidence/ dissidence of the belonging section and the current section and the attribute of the current section.
