Zusammenfassung:PROBLEM TO BE SOLVED: To provide stable judgment on the quality of products and to automate a detecting operation by detecting the delay angle of lock using an encoder. SOLUTION: A work holder 11 positions annular work (a) in place using a lower work holder 19 and an upper work holder 20. A measuring shaft 12 is supported on the work holder 11 in such a way as to be capable of rotating back and forth while being aligned with the direction of the axis of the annular work (a), and is inserted into the annular work (a) by movement relative to the work holder 11 so as to fit over the surface of contact of a roller 4. After the measuring shaft 12 is inserted into the annular work (a) as it is rotated in the normal direction toward the torque interruption side, it is rotated in the opposite direction toward the torque transfer side after being stopped, and the angle of delay from the stopping of the measuring shaft 12 to the locking of an outer wheel 1 is detected by an encoder 13 connected to the measuring shaft 12.
