Consequently, at each rotating of the fixed quantity delivery chamber 6, by energetically colliding against a side of the fixed quantity delivery chamber 6 in the downward side from the fixed quantity delivery chamber in the upward side, in the wiper member 12, even in the case that, for instance, the flying ash, containing water, adheres to a side of a rotary unit 7, the flying ash can be dropped down by impact force of the wiper member.
