Zusammenfassung:	PROBLEM TO BE SOLVED: To suppress vibration due to a water hammer phenomenon, and prevent occurrence of an impulsive sound due to the collision of a insertion pipe with a sleeve pipe, by smoothly inserting the insertion pipe in the sleeve pipe. SOLUTION: An outer layer 12 formed of a urethan thermoplastic elastomer is laminated on a cylindrical crosslinking polyethylene-made inner layer 11, and five projected grooves 13 projected outwardly from the peripheral surface of the outer layer 12, are integrally formed with the outer layer 12. Respective projected grooves 13 are formed linearly along the longitudinal direction of the outer layer 12.
