On the occurrence of an access request, when no registration is made on the access frequency management table 19 (29), the request is collated with other independent network to accept application via the communication line network and the formal registration is confirmed and the result is registered in the access frequency management table 19 (29) in addition. The corresponding temporary access right in the resource management table 18 (28) is given to the client terminal equipment making the access request.
