PROBLEM TO BE SOLVED: To prevent occurrence of interruption of speech or increase in useless traffic due to dialing during speed regardless that its own equipment cannot use a hold speech service without any troublesome operation by the user. SOLUTION: When its own equipment connects to a communication service device, a CPU 13 inquires of this equipment about as to whether or not its own equipment is available of the hold speech service and sets a flag representing the result to a RAM 15. When dialing is made during speed, the CPU 13 decides whether or not its own equipment is available of using the hold speech service based on the flag set in the RAM 15 and does not execute dialing processing when the service is not available.
