A portion and a tip part 2b fitted in a supporting shaft 2a are mechanically worked and after the portion of a sliding plane 3 is also subjected to rough machining so as to form a cylindrical surface, and is all carburized, gradually cooled and primary and secondary hardening and tempering are performed. Then, a portion as the sliding plane 3 is further ground and after shot peening, a preliminary treatment such as dewaxing is performed and a hard chrome plating treatment is performed so as to form a layer having thickness of, for instance 30 to 50μm by using electrolytic solution. Then, buff grinding is applied as finishing touches to the plated layer surface when necessary and the surface treatment is then finished.
