A bag filter 6 which separates the powder and steam generated by the exothermic reaction of the quicklime is connected to the reaction treating vessel 3. A recovering box 8 having a suction mechanism 7 for sucking and extracting the reaction solids in the reaction treating vessel 3 is communicated and arranged in the reaction treating vessel 3. As a result, the safety of a waste discharging treatment is improved and the solidification treatment to seal in the harmful materials is executed in a short period of time. The good working environment is maintained and the ancillary treating equipment is made compact and simple.
