Layer A is made of liquid composition containing alcohol-soluble type or water-dispersible type fluoroplastic polymer and inorganic hydrophilic matter. The layer A is produced by applying liquid composition containing fluoroplastic polymer and inorganic hydrophilic colloidal substance onto the surface-treated surface of the layer B, which is made of fluoroplastic film, and then drying.
