Pilot pressure for changing over the changeover valve for controlling the other actuator is introduced to a pilot chamber 56b of the communication valve 30. When a spool 52 is moved by the pilot pressure, an inflow port 60 is communicated with a through-hole 65. When pressure fluid introduced from the inflow port 60 to the through-hole 65 reaches a specified value, a check valve is opened for introducing the fluid from the through-hole 65 to an outflow port 61.
