Zusammenfassung:	PURPOSE: To strand a core cord and a side cord stably by providing a by-pass line between a supply reel and a capstan, detecting the position displacement quantity of a movable roller in this by-pass line, and changing the position of the movable roller immediately. CONSTITUTION: A three-strand core cord 4 is fed toward a buncher type stranding machine from a supply reel 2 via a stretching balancer 10 and a capstan 5. A cord brake 3 is fitted to the supply reel 2, and a powder brake 6 is fitted to the capstan 5. The stretching balancer 10 detours a part of a core cord feed line through a movable roller 11 and a pair of bridle rollers 12. The movable roller 11 is connected to the piston rod of an air cylinder 13, and an air regulator 14 is connected to the air cylinder 13. A controller 16 with a position displacement gauge 15 connected thereto changes the position of the movable roller 11 through the air regulator 14 and the air cylinder 13.
