For example, the top end of the wall surface member 8 is set in proximity to the drum 1, the bottom end to a ceiling 13, the one side end to the wall surface member 10 and the other side end to the wall surface member 11. Then, the infiltration of air is prevented and the hermetic air insulating chamber 7 hermetic with the twin drums 1, 1' is formed if a non-oxidative gas is filled in the air insulating chamber 7. Casting is executed in this state. The spaces for maintaining and managing the twin drums are formed between the drums 1, 1' and the air insulating chamber 7 if the wall surface members 8, 9, 10, 11 are moved to the retreat positions 8', 9', 10', 11' and, therefore, the maintenance of the twin drums in the set state is possible.
