When the shipping order is judged to coincide with the cumulative number of the file holder in a shipping terminal controller of each housing shelf unit (S2) and then the file holder under passage is absent in the housing shelf unit (S2), a discharge driving means in the relay part of the housing shelf unit is controlled operatively to discharge the file holder to a conveyer (S9).
