CONSTITUTION: When the circuits 1 to (n) are set, a flag detection part 16 monitors the signals which are sent from an HDLC(high-level data link control) part 13 in a communication mode and counts up a counter 17 every time an HDLC flag that is sent in the absence of the transmission data is detected. A circuit number deciding part 19 fetches the count value (f) of the counter 17 at every unit time informed from a timer 18 and resets the counter 17. In this instance, the value (f) means the number of flags per unit time that are occupied in the circuit (n) under communication and also shows that the quantity of invalid data to be transmitted is equal to (f) bytes. Based on this invalid communication rate, the number of circuits to be added to the circuit (n) under communication is decided. Thus it is possible to always secure the number of circuits in response to the amount of information to be transmitted.
