CONSTITUTION:A rail 4 having a running path 3 on the top surface thereof and a groove 3 on the side thereof is set at an end of a staircase. A load support wheel 5 attached to the center in the longitudinal direction rolls on the top surface of the rail 4 on the side of the rail 4 of a lifting wheel 1. A horizontally holding wheel 6 attached closer to the front in the longitudinal direction is inserted into the groove 3 to make the diameter thereof match for the height of the groove 3 on the side of the rail 4 and rolls in the groove so that the lifting wheel is kept horizontal. A catapillar 7 is installed on the side opposite to the lifting wheel 1 at the center in the longitudinal direction with the length thereof equivalent to one step of the staircase and the rear of the catapillar 7 is pushed down with a jack 8 so that the catapillar 7 is inclined by an angle of inclination of the staircase thereon. Then, the catapillar 7 is pushed against the edge of the staircase to support the load of the lifting wheel 1.
