A cold insulator 13 and a membrane 15 are annexed onto the internal surface of the concrete roof 7 and the side face of a concrete body 2 while using the form bearing-base structure 4 as a working scaffolding. Accordingly, the cold insulator 13 and the membrane [15 are attached in approximately the whole region from the upper section of the concrete body 2 to a lower section while the form bearing-base structure 4 is lowered successively by stages.
