Electric current is passed between the anode and a cathode 12 immersed in the solution 13 to deposit the metal alkoxide polymer layer on the surface of the flame spray coated layer 11 by electrophoresis. The flame spray coated layer is dried in air to further proceed the hydrolysis and the polymerization and the product is baked to complete the sealing treatment of the flame spray coated layer.
