The CPU 3 is operated based on the accident status by each of the detection signals, and the CPU selects a message content with priority set in advance fitting in the status of an accident and outputs it to every part. Earthquake intensity and the message content in accordance with the earthquake intensity are displayed on the LCD screen of a screen display part 4 by receiving the output of the CPU 3, and also, the message content is notified in voice from a voice output part 5.
