description PURPOSE: To attain a decoding operation against occurrence of a fault by transmitting or storing a write/read address at the beginning of every block and at the end part of an encoder and including an LSB of complete accent only in the address pointer information that belongs to a single block. CONSTITUTION: The item of the image data that undergone the DCT conversion is quantized by an encoding circuit 1 and encoded in variable length, and an address is given to an AC component. Based on the block length of this result, a multiplexer 2 distributes the block data to the RAM 3 and 4. A recovery pointer pair REC, an address information flag FL and an address pointer POI are simultaneously written in the RAM 3 via a pointer calculation circuit 13 and then sent to a channel 6 via a demultiplexer 5 after the RAM 4 is addressed. An address calculation circuit 14 takes the address information out of the information which is decoded by a pointer decoding circuit 7. Then the address information is stored in the RAM 9 and 10 and decoded by a variable length decoder.
