CONSTITUTION:An automatic self-sinking buoy 11 is floated in the seawater by buoyancy generated by a buoyancy structure 12 and an external structure 14, and action of a data transmitting part 45, GSP receiving part 46 and a data memory part 43 is started, to transmit an observation data stored in the data memory part and a data of showing accurate time, fed from the GPS receiving part 46, relating to a communication satellite. When a command of starting action is given to a self-sinking control part 44 from the data memory part 43, a control signal of commanding separation is fed to a buoyancy material mounting fixture 13 by the self-sinking control part 44, and the buoyancy structure 12 is disconnected from a hard hat 18 by the buoyancy material mounting fixture 13. In this way, buoyancy given to a buoy main unit 15 is only the buoyancy generated in the external structure 14, to sink the buoy main unit 15 into the seawater.
