description PURPOSE:To select a proper countermeasure by extracting a customer and a service affected by an abnormality, estimating the extracted degree of effect of the abnormality onto the customer and the service and selecting the counter measure for the customer and service susceptible to the effect. CONSTITUTION:When the occurrence of an abnormality is informed from a monitor 2, an effect degree prediction, section 12 extracts the service and customer affected by the abnormality and estimates the degree of effect on the occurrence of the abnormality based on the operating state of a resource for each extracted customer and service. A countermeasure decision section 13 selects an object of countermeasure for each customer and service in which the degree of effect estimated by the prediction section 12 exceeds a prescribed threshold level and decides the proper countermeasure for each selected countermeasure object and displays it on a terminal equipment section 17. Thus, quick and proper countermeasure is facilitated.
