CONSTITUTION:When a CPU 2 confirms a start signal (a) through scanning of a switch 1, a counter 4 begins to count pulses (b) being fed from a sensor 3. To carry out validity decision of the start signal (a) from the starting point of time, the CPU 2 decides that the start signal (a) is valid when the pulses (b) are inputted continuously within a decision time for absorbing noise or chattering, thus sustaining operation of the counter 4. The count is fed through a switching circuit 7 and a driver 5 to a display 6 where the count is displayed. When the pulses (b) are not inputted continuously within the decision time, the CPU 2 decides that the start signal (a) is invalid and initializes the counter 4 which begins to count subsequent pulses (b).
