PURPOSE:To set the timing for displaying and instructing the cycle measured value of a pulse signal being a display object outputted from an object to be measured at every cyclic interval of the above-mentioned pulse signal. CONSTITUTION:In a measuring instrument 1, the number of reference clocks in a cycle (t) outputted in one cycle of the pulse signal outputted from the object is counted by a counter circuit 11, time from the end time point of the pulse signal to a sampling clock in a cycle TS from a sampling clock generation circuit 13 for transmission for taking output timing is counted, and both of counted values are outputted to a processor 2. In the processor 2, the cycle counted value is processed so as to be displayed after the lapse of prescribed time [sampling clock cycle-delay counted value X (t)] when a sampling clock to be outputted from a sampling clock generation circuit 24 for reception for taking timing for displaying the cycle counted value is outputted.
