A surface pavement layer consisting of a resin/aggregate or cement mortar/ aggregate is further formed preferably onto the resin layer. Accordingly, light- weight tough waterproof structure can be formed on the new or existing base body while abrasion resistance, oil resistance and travelling can be improved.
