PURPOSE:To prevent accurate restoration when the personal code numbers disagree at the reproduction and at the recording by recording a video information signal being scramble by each personal code number and reproducing it being descrambled by each personal code number. CONSTITUTION:A video source signal is scrambled by a 1H memory 502 at its output. A write address section 504 and read address section 505 controlling the memory 502 are controlled by the output generated by a 1V address counter 506, 1H address counter 507, address 508 and 509, and password code data generation section 511. Since the personal code numbers are outputted by converted into password code data at the section 511, the scramble recording with the use of personal code numbers is made available. The descramble operation is performed at the reproduction.
