Zusammenfassung:PURPOSE:To eliminate a vibration control device such as a damper and actuator having high performance and complex structure by enlarging a degree of freedom of locating of a damper or the like. CONSTITUTION:A framework of a building 10 consists of a first frame body 11 and a second frame body 12 having the horizontal rigidity different from each other, and the first frame body 11 is formed with at least one opening extended in the vertical direction. The second frame body 12, which is structured by fitting a floor 12b to a column, is built inside of this opening, and dampers 13a, 13b are arranged between a part 11g of the first frame body 11 of the surrounding of the opening and a peripheral part 12b2 of the second frame body 12. Since the resisting force for restricting a displacement of the building is generated by the dampers located in parts inside of the building, where the relative displacement is generated, the lateral vibration can be reduced effectively. A degree of freedom of the arrangement of dampers is increased, and a space inside of a building can be used effectively.
