Zusammenfassung:PURPOSE:To create personal comfortable environment by performing fine environmental control in various working environments using the target value of the present psychological state and hourly changing psychological state of a worker evaluated using physcological reaction. CONSTITUTION:A plurality of physiological reactions such as brain waves, an electrocardiogram, a pulse wave or the like are measured by a measuring part 11 and the psychological state change pattern 25 of a worker from the timewise change of the psychological state level pattern 24 of the worker on the basis of a model using the measured values in a data evaluation part 2 and a psychological state error pattern 23 is calculated from the difference between said pattern 25 and a psychological state target pattern. Further, corresponding to the present working content of the worker judged in a working content judging part 7, the optimum psychological state target patterns corresponding to the combination of both patterns 24, 25 is determined in a psychological state target value pattern determining part 3 and a working environment control pattern is determined using the algorithm set from both patterns 24, 25 in a working environment control pattern determining part 4 and this algorithm is changed by the pattern 23 and a working environment control part 5 is controlled on the basis of the working environment control pattern in a working environment control part 5.
