Dust generation and smoking are judged based on the difference images and the resulting signal is supplied to a computer 54. At the same time, wind direction, wind speed, and sunshine data are sent to the computer 54 from a weather condition detecting part 52 and further image pattern information for respective pollution sources are sent to the computer 54 from an image pattern refering part 53. Those three kinds of signals are compared and refered to distinguish the pollution source quickly. Consequently, dust generation and smoking are found in an extremely early stage and emergency treatment becomes possible.
