The etched surface is vapor sealed by vapor sprayed from vapor supply nozzles 2. Next, the substrate 1 is passed through small tank parts 6, 7 by being supported by rollers 8. The small tank parts containing liquid are disposed at an inlet part 4 and an outlet part 5 for the substrate 1 supplied from or discharged to the external of the device. In this manner, the inlet and outlet parts 4, 5 are sealed with the liquid in the small tank parts 6, 7. In this manner, a sufficient hydrophilic treatment can be performed, a quality can be improved and stabilized, and a cost can be lowered.
