The charge state of the small electrode plate part 3 is proportional to the charge state of the main electrode part 2 and the charge state of the anode plate 1 of the electrode plate group of a storage battery. Therefore, by testing the capacity of the small electrode plate part 3 by discharging only the small electrode plate part 3, the rough capacity of the storage battery can be tested and a required time is short.
