In the record processing mode, the changeover section 11 is switched to the side of coding section 6, and changeover sections 17 and 20 are switched to the side of frame memory 15, by a subtractor 4, a signal A recorded in frame memory 15 is subtracted from an input image signal B, and a result is recorded in a memory 8. In the regenerating mode, changeover sections 11, 17, and 20 are all switched to the opposite side, and a signal recorded in the memory 8 is input to an adder 5, where an image signal A stored in frame memory 16 is added, thereby outputting a signal B.
