An optical switch 15 selects either the 2nd or the 4th optical signal and an optoelectric conversion circuit 16 converts the selected optical signal into a selected 1st electric signal. A selector 17 selects either an input electric signal IE or an output electric signal OE and outputs a selected 2nd electric signal. A comparator 18 compares the selected 1st electric signal and the selected 2nd electric signal and outputs the result of comparison. Thus, the monitor range is widened and the reliability and the maintenance performance are improved.
