As a current is supplied to an electromagnetic coil 12, a cut 9 is moved to a conical part 10 on a return way body 11 disposed on the inner side of the electromagnetic coil 12. One end part of a return spring 21 acts on an end surface of an adjusting screw 20 on the side of the air inflow port 2, and the other end part of the return spring 21 is supported by the closing member 7. Two slits 22, 23 in the tangent direction are formed in the control sleeve 4 between the guide sleeve 5 and a guide cylinder 15.
