CONSTITUTION:The rotary wheel 1 is provided with the hollow cylindrical outer peripheral part 1a made of a transparent glass or synthetic resin, a disk- shaped base body part 1b for supporting the outer peripheral part 1a, a shaft hole 2 which is provided at the center of the base body 1b and into which a driving shaft 5 is inserted, and a stationary part 3 which has a threaded hole 3a and is fixed to the base body part 1b. A light source 17 and photodetector 18 of the optical measuring instrument are so fixed onto a supporting base 19 of a machine base so as to be positioned on the inner side of the outer peripheral part 1a of the rotary wheel 1. The change in the reflection intensity of light generated by the absorption of the liquid in a material to be measured is continuously detected by the photodetector 18 and the quantity of the liquid absorbed per unit area in unit contact time is determined.
