description PURPOSE:To eliminate the judgement operation of an operator and avoid the complexity of a distribution system caused by change-over by a method wherein the number of sections which can not be changed over and are object of multistage change-over is minimized and the multistage change-over process is automatically applied to the sections which can not be changed over. CONSTITUTION:All distribution lines which are objects of interchange change- over are subjected to normal change-over (ST8) by every distribution line unit. The existence of sections which can not be changed over is judged (ST9) and, if they exist, the arrangement for the normal change-over is successively changed (ST10) and, if there is the arrangement wherein there is no section which can not be changed over, the change-over is performed following that arrangement. If there is no such arrangement, the normal change-over (ST12) is performed following the arrangement wherein the number of the sections which can not be changed over is minimum and the remaining sections which can not be changed over are subjected to multistage change-over (ST14).
