The ciphering in the scrambler 21 is implemented by the normal method and comments such as destination name, message and date are added to the upper part of the picture information so as to make the recipient of the cryptographic data clear. The picture information received from the communication line is decoded by a decoder 15 of similar constitution, stored in a memory 16, fed to a printer 17 and outputted on recording paper. Thus, after the recording, even when a state such as power failure or switch interrupt takes place, no missing of received picture information is caused.
