CONSTITUTION:A channel assignment request is generated individually by each node multiplexer 30 and sent to a channel exchange 10. The exchange 10 applies channel assignment in response to the channel assignment request. Then a channel management data 20 is transferred to each node multiplexer 30 by multiple address communication. The multiplexer 30 uses the assigned channel to apply decentralized control freely the communication mode of 1:1, l:N or M:N between nodes, where N is the total number of multiplexers 30 or total number of nodes. Then so long as the change of the channel assignment is not requested, the state of the channel exchange 10 is unchanged. Moreover, when the need of the change of the channel assignment is caused, the state of the exchange 10 is changed.
