In this case, a contaminated surface of contaminated matters 19 is dissolved and removed by just a touch of the contaminated surface of the contaminated matter 19 with an electrolyte liquid 14, and consequently is decontaminated to a level at which the decontaminated matter can be handled as same as ordinary industrial wastes. Radioactive wastes 27 which finish a decontamination treatment are sorted according to shapes of the wastes and then are washed down. The wastes which have been washed down to an enough level by suitable washing methods to their shapes, are measured their radioactivity levels and the wastes which is decontaminated to a level below the background level, is reused as an effective utilization of natural resources, considering to be an ordinary industrial waste 32.
