In a plant characteristic function correction routine 3, the real operation data is read in at a time when the operating state of the plant is set, and it is arranged and accumulated as plant characteristic data, and the automatic correction of the plant characteristic function is performed by using the plant characteristic data at the time of completing the collection of data. And the state quantity of the plant in future is estimated from the present quantity of state of the plant in the routine 2 by using the latest plant characteristic function data 4 on which automatic correction is applied.
