CONSTITUTION:The priority of first-in first-out memory devices 10-13 is written by the external control means of a buffer device and the address to output the memory contents of a holding memory 3 with a priority is made into the number of the devices 10-13. The packet from a first transmission line 100 is straddled by a separating circuit 2, stored temporarily to the devices 10-13 for classification, each time a second transmission line 101 transmits one packet, is successively outputted from the memory contents and thus, the priority of the new devices 10-13 is outputted to a signal line 130. Further, the devices 10-13 are selected from the signal of a signal line 103 with a priority encoder 4, outputted to a signal line 140 and a packet is outputted to a second signal line 101 by a multiplexing circuit 5.
