The insides and outsides of the form cages 1 and the form cages 2 are filled with soil cement 3, thus constructing the reinforced soil ring 3A. The periphery of the reinforced soil ring 3A is filled with general soil and sand 4, and a road is built on the general soil and sand 4. Accordingly, since each and outsides of the form cages are only filled with soil cement and rolling is not required particularly, the execution of works can be carried out extremely simply in a short period.
