SOLUTION: A formed carbon 1 is produced by solidifying high-purity carbon powder with a proper binder under a high pressure to a proper form, e.g. a hexagonal prism having a diameter of 3cm and a height of about 2cm. A magnet 2 generating magnetic force of about >=4,000 gauss is embedded at the center of the formed carbon 1 to obtain the objective soil-modifier and air-modifier capable of modifying a soil into a weakly alkaline state (pH8-9) by embedding in the soil, promoting the proliferation of microorganisms necessary for the growth of a plant to improve the growth, increase the yield of crops on a field and improve the growth of lawn on golf links. The modifier also exhibits high deodorizing effect to enable the use as a deodorant to modify the ambient air to a comfortable state.
