Thus, a noncrystalline inorg. polymer thin film essentialy comprising metal oxide and containing C-H bonds is obtd. Irradiation of the film with light can be done by applying a soln. irradiated with light on the substrate 9 to form the film without applying a special drying process. By this method, the effect to remove impurtities in the film can be increased.
