PURPOSE:To crack harmful substance in fly ash by heat of combustion of refuse and to eliminate the need for cost necessary as a heat source by solidifying fly ash discharged from a refuse incinerator with cement and introducing this solidified material into a furnace. CONSTITUTION:Exhaust gas of a refuse incinerator 1 is sent to a waste heat recovery boiler 2 and heat is recovered. Thereafter, this exhaust gas reaches a dust collector 3 and fly ash is recovered herein and purified exhaust gas is discharged into the atmosphere from a stack 5. Fly ash recovered in the dust collector 3 is weighed by a weighing machine 8. On the other hand, cement 5 is weighed by a weighti-ng machine 12 and further water is weighed by a weighing machine 13. In such a way, fly ash, cement and water are sent to a kneading granulator 9 at the prescribed rate and fly ash is solidified by cement. This fly ash solidified by cement is introduced into the refuse incinerator 1 via a conveyor 15. Harmful substance in fly ash is cracked and made harmless.
