The plural projecting members 20 provided to the water rods 6 sandwich the fuel spacers 9 in the gaps formed of the projecting members 21 and cylindrical members 12 of the fuel spacers 9 and the bridging members 17 and thereafter, the water rods 6 are rotated to detain the projecting members 20 to the projecting members 21 of the fuel spacers 9 or the bridging members 17 between the cylindrical members. The danger of the contact of the fuel rods 5 and the water rods 6 and the contact of the water rods with each other is thereby eliminated and the mounting and dismounting of the water rods 6 are facilitated.
