The credit control unit 165 monitors a state of an inter-machine device 300, determines whether an I/F signal common power supply is subjected to VL abnormality (unit communication abnormality), and sets a VL abnormality flag of a bit 2 to 1 and transmits the same to the main control unit 100 along with a VL return wait flag when determining that it is subjected to the VL abnormality.
