The parking charge management device 10 comprises an estimation unit 25 which estimates a peak time of unloading at which unloading is concentrated, and a discount information generation unit 26 which generates discount information in which time zones is associated with discount rates or discount amounts on the basis of an estimation result of the estimation unit 25.
