To makes it possible to prevent a potential problem to occur in drawing out an existing pile using a hollow steel pipe around which holes are arranged.SOLUTION: A hollow steel pipe 10 inserted around an existing structure such as an existing pile buried in the ground when drawing out the existing structure buried in the ground may comprise: a peripheral surface hole 20 arranged in a peripheral surface of the hollow steel pipe 10; a soil flowing-out/in prevention member 30 preventing soil in the ground from flowing out/in through the peripheral surface holes 20.
