To provide the most suitable item to be presented based on a driver's emotional state.SOLUTION: A current emotion determination unit 121 estimates a driver's current emotional state according to multiple information including the contents of utterances by the driver, changes in the driver's voice tone, changes in the driver's expression, and changes in driving conditions. A target emotional state determination unit 122 estimates a target emotional state which is to be caused by provision of content and the like, according to the current emotional state information.
